Board Notes: Synopsis from 8/17/18 Meeting

Meeting Minutes
Both boards discussed the revised meeting minute format and provided positive feedback. Three board members will meet with staff to further refine the meeting minute format.
 
Public Comment
Public comment was received from four members of the public. Topics included the meeting minute format and Sheriff's Office patrols within the gates.
 
Strategic Planning Consultant

  • The Cordillera Strategic Planning Committee was organized in November as a result of community discussions last summer. John Warren volunteered to lead the committee which was formed early in February. After several meetings and considerable deliberation, the committee determined that an outside firm would have better access to research on comparable communities and data on current and future market trends.
  • An RFQ/P for Strategic Planning Services was solicited in July. Eight firms submitted proposals. John Warren, Brian Watkins, Jaime Walker and Rachel Oys reviewed the proposals. Global Golf Advisors and Resonance were invited to participate in interviews with John Warren, Brian Watkins, Jerri More, Dave Bentley, Mike Henritze and Rachel Oys. The strengths of both of these firms include: strategic planning, resort destination, real estate and marketing expertise.
  • The Strategic Planning Committee met July 26 and confirmed the recommended firm to be Resonance Consultancy.
  • Resonance is a leading advisor on real estate, tourism and economic development for countries, cities and communities around the world. They have diverse experience working with communities to analyze current context and articulate a clear vision for sustainable destination and community development. This includes developing marketing plans for Place Branding, Brand Strategy and Brand Storyline. Resonance has offices in Vancouver and New York, and is comprised of an interdisciplinary team of futurists, urban planners, writers, researchers, strategists, and marketing professionals. Cordillera’s primary consultants will be Chris Fair, President and Richard Cutting-Miller, Executive Vice President.
  • CMD and CPOA boards both approved retaining Resonance to facilitate the development of a strategic plan for Cordillera. The project expenses will not exceed $50,000 for 2018 (includes service fees and travel). The project will also be included in the 2019 budget. The total fees for 2018 and 2019 are projected at $145,300.

Trailhead Pool Project

  • OLC Aquatics & Norris Design (OLC) was retained in October 2017 to evaluate pool structures and mechanical systems and recommend repairs with schematics and costs.
  • OLC presented information in January, June, July and August 2018 to the boards for discussion of potential project and scope.
  • The CPOA board further discussed the following necessary capital repairs and improvements:
  • The main pool has evidence of movement of the pool shell, the shell finish is flaking, exposed rebar is rusting, and cleaning system plumbing is exposed; the shell is salvageable, but needs repair.
  • The baby pool is leaking severely; it is not salvageable and is recommend to be removed and replaced.
  • The whirlpool spa has multiple cracks in the shell; it is not salvageable and is recommend to be replaced to avoid excessive future maintenance costs.
  • The mechanical dystem equipment has reached the end of its useful life.
  • Proposed additional improvements include modifying the main pool for a zero-depth entry, replacing and expanding the pool deck with pavers and adding an ADA accessible pathway.
  • CPOA Board approved to have OLC conduct design development and construction documentation for $145,000. This includes obtaining accurate price estimates from the market with complete architect of record services, encompassing permit(s) and construction-ready documentation, civil engineering, landscape architecture, aquatic design, structural, mechanical, electrical and plumbing engineering.
  • The repairs will be considered in the 2019 budget planning process.

CPOA Executive Session

CPOA held an executive session to receive legal advice regarding the 21 delinquent accounts of more than two years.
